Empowering Enterprise Data Governance: Implementing Row-Level Security in Power BI

This project focused on limiting data visibility by employee role while preserving a single reporting experience in Power BI.

In a dynamic government environment, senior leaders needed a broad view of division-level activity while managers needed access to detailed records for their own teams. Row-level security made it possible to support those different views from the same governed dashboard.

The solution used a Power BI dashboard connected to Azure SQL Server tables containing countywide punch-card data. The dashboard provided a broad view of employee activity while enforcing granular access control.

Data architecture

The process integrated punch-card data from devices distributed across levels, rooms, and facilities. Stored procedures and Azure Functions supported collection and storage so the reporting layer had a centralized source for analysis.

The security model supported hierarchical access. Department chiefs could view records for division managers, while division managers and team leaders could view the employees under their area of responsibility.

Bridging data gaps with Power Apps

Traditional punch-card systems did not capture every employee scenario, especially remote or off-site work. To close that gap, the solution included a custom Power Apps application for staff who needed to submit hours or activity outside the facility-based data stream.

Managers could review and approve submissions weekly, improving completeness while preserving accountability.

Outcome

The final result combined row-level security, Azure SQL data storage, Power BI reporting, and Power Apps data entry into a more complete governance workflow. It improved confidentiality, visibility, and decision support without forcing separate reports for every audience.
